Gremmit was one of the exceptions. While Wharf Town has an unshakeable policy of welcoming absolutely everyone, given they will contribute to the wellbeing of the city, some are just made in a way that is not feasible to realize that grand ideal. In case of Gremmit, the Hillock, it was simply his gargantuan stature. City streets were not made with giants of stone and earth in mind. Nonetheless, even in such rare cases a compromise was made. Mayor Whale - always a far sighted politician - considered having a mighty hillock as a citizen to surely be a great bolster to the town defenses and overal military capacity. And so, he managed to raise a suitable and enormous domicile just outside the city walls, within still the city proper, alongside the other migrants that settled in various peripheres, and granted Gremmit a little golden plaque indicating his new position - Outskirts Patroller - alongside a salary, retirement plan and ther benefits. The job was simple enough, even for the giant to comprehend - stroll for a few hours around the city perimeter, look inditimading and smash anything that looked like it might try to cause some trouble, be it monster or troublesome gang of misfits. And while some still complains about his heavy thread, most citizens quickly grew accustomed to seeing the swyaing crags and trees on the Hillock back as he patrols the vicinity, finding solace in knowledge, that most miscreants would end up unitied with the bedrock under his clobbering fists.
